The nominee for the position of Director General of the National Social Security and Insurance Trust (NASSIT), Chernor Mamoud Jalloh, on Thursday appeared before the Parliamentary Committee on Appointments and the Public Service for scrutiny as part of the confirmation process for presidential nominees.
Mr. Jalloh was among several presidential nominees subjected to public scrutiny by the Committee, where they are interviewed under oath to assess their competence, qualifications, and suitability for public office before recommendations are submitted to the full House of Parliament.
The exercise forms part of Parliament’s oversight responsibility in reviewing appointments made by the President to key public institutions.
During the proceedings, Members of Parliament engaged the NASSIT Director General-designate on issues relating to his nomination, professional background, and preparedness to lead the country’s national social security institution.
Chernor Mamoud Jalloh is a Chartered Accountant with over 15 years of professional experience spanning Sierra Leone and Europe. He has built extensive expertise in financial management, accounting, internal controls, project management, commercial operations, audit, and strategic leadership.
Throughout his career, Mr. Jalloh has demonstrated a strong ability to improve operational efficiency, strengthen financial governance, and lead high-performing teams across diverse business environments.
Before his nomination as NASSIT Director General, Mr. Jalloh served as Manager of Finance and Accounting at Yamaha Music Europe GmbH in Germany, where he led a team of 32 finance professionals responsible for managing financial operations across projects and subsidiaries in more than 20 European countries.
In that role, he established effective internal control systems, supervised the preparation of consolidated financial statements in line with German Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS), and played a key role in the implementation of SAP S/4HANA as part of the company’s global digital transformation programme.
His leadership contributed to improved financial reporting, cost optimisation, effective risk management, and enhanced strategic decision-making within the organisation.
Prior to this, Mr. Jalloh served as Credit Controller at Yamaha Music Europe, where he developed debt recovery strategies, strengthened credit management systems, reduced outstanding receivables, and supported improved departmental performance and customer relations.
Before relocating to Europe, Mr. Jalloh gained valuable experience in Sierra Leone’s banking sector with Guaranty Trust Bank (SL) Limited, where he served as Unit Head of Systems and Controls.
In that capacity, he provided leadership in internal audit, risk management, regulatory compliance, and corporate governance. He developed audit plans, ensured adherence to banking regulations, coordinated external audit processes, monitored internal controls across the bank’s branch network, and provided reports to the Audit Committee on risk management and operational improvements.
His work contributed to strengthening institutional accountability and promoting sound financial management practices within the banking institution.
Mr. Jalloh brings extensive competencies in financial management, budgeting, procurement, project and operations management, regulatory compliance, strategic planning, negotiation, leadership, change management, coaching, and communication.
With a combination of technical expertise, international exposure, and proven leadership experience, he is expected to bring valuable skills to the management of NASSIT and contribute to strengthening the institution’s governance and operational effectiveness.
Following the conclusion of the public hearing, the Committee on Appointments and the Public Service will deliberate on Mr. Jalloh’s nomination before submitting its report and recommendations to the full House of Parliament for consideration.
