Shareholder Exposes Fraud at Pioneer Power

Abubakarr Lebbie, a shareholder of Friendship International Co. Ltd. (FIC) and former manager of Pioneer Industrial Company SL Limited (PIC), has issued a detailed public statement exposing what he describes as a coordinated scheme of fraud and shareholder oppression within the Pioneer Group of companies.
Mr. Lebbie accuses Zhang Jiakai, Yong Yining (also known as Madam Sunny), Zhang Xihong (also known as Madam Zhang Man), Alusine Hud Jolloh, and Fefelgula Moore Foday of unlawfully stripping him of his shareholder rights, hijacking Pioneer Power Engineering Co. Ltd. (PPE), and jeopardizing jobs, business partnerships, and Sierra Leone’s economic interests.
On 31 July 2025, Mr. Lebbie lodged a complaint with the Consular Department of the Chinese Embassy in Freetown against Mr. Zhou Wenjie, based on misleading information supplied by Zhang Jiakai and Alusine Hud Jolloh.
He has since formally revoked that complaint in a written notice to the Embassy and apologized to both the Embassy and Mr. Zhou Wenjie. Mr. Lebbie now acknowledges that Mr. Zhou consistently acted in good faith, upholding the directives of the late Zhang Ke and protecting shareholder interests.
• Illegal Removal from FIC Registry: In January 2024, Mr. Lebbie’s name was secretly deleted from FIC’s shareholder register without his knowledge or consent. Company records provided by Mr. Zhou Wenjie in September 2025 confirmed the alteration. The same network allegedly used forged board resolutions to remove Mr. Zhou Wenjie from PPE in April 2024.
• Abuse of Trust and Position: Mr. Lebbie, a longtime associate of the late Zhang Ke, states that Alusine Hud Jolloh, whom he personally introduced to Zhang Ke, later conspired with Zhang Jiakai to block his communications with Mr. Zhou and prevent his family from accessing legitimate business opportunities—concealing ongoing asset-stripping.
• Forgery and False Claims: Zhang Jiakai allegedly submitted a forged kinship certificate from a Chinese village committee to claim inheritance of Zhang Ke’s shares, while Zhang Xihong attempted to falsify property records and even threatened to mishandle Zhang Ke’s ashes to exert control over assets.
Mr. Lebbie recounts that during Zhang Ke’s medical treatment in Shanghai in 2022, Zhang Ke confirmed—verbally and in signed documents—that Pioneer Industrial Company SL Limited (PIC) was his sole property.
However, after Zhang Ke’s death, Zhang Jiakai misrepresented the facts, causing confusion over ownership. A later review of evidence supplied by Mr. Zhou Wenjie clarified that:
• Zhang Ke intended the land and assets to remain under FIC until Mr. Lebbie’s return to Sierra Leone, ensuring his shareholding was protected.
• Court filings show Mr. Zhou Wenjie defended Mr. Lebbie’s rights in FIC.
• PPE’s operations on FIC-owned land were legitimate and involved no unlawful transfer.
Mr. Lebbie has instructed counsel to:
1. Restore his FIC shareholding through the courts under Sections 12–15 of the Companies Act 2022;
2. Pursue criminal complaints against Zhang Jiakai, Zhang Xihong, and others for forgery and fraud under Sections 320–322 of the Penal Code;
3. Seek compensation for economic loss and reputational harm caused by the unauthorized sale of assets and false public statements.
Mr. Lebbie calls on:
1. Sierra Leone’s judiciary to investigate the forged documents used to remove him from FIC;
2. The Chinese Embassy to ensure accountability among those who abused diplomatic and legal channels;
3. Regulatory authorities to restore lawful management at PPE so that power-infrastructure projects in Kambia, Kabala, and Mattru Jong can proceed without disruption.
“I remain confident in Sierra Leone’s judicial system and grateful to the Chinese Embassy for its professionalism,” Mr. Lebbie said.
“I stand with Mr. Zhou Wenjie in upholding the rule of law and restoring integrity to Pioneer Power Engineering Co. Ltd.”
