NaTCA, NCRA Sign MOU with Mobile Operators for NIN-SIM Linkage
The National Telecommunications Authority (NaTCA), in collaboration with the National Civil Registration Authority (NCRA), has signed a Memorandum of Understanding (MOU) with mobile network operators (MNOs) to enforce the mandatory linkage of National Identification Numbers (NIN) with SIM cards.
This initiative follows a public notice issued on 11th July 2024, requiring all MNOs to link subscribers’ phone numbers to their respective NINs. The exercise aims to enhance national security, improve service delivery, combat identity fraud, and reduce online crimes.
By cleaning the country’s SIM ownership database, this linkage prevents criminals from exploiting multiple unlinked SIMs to carry out illicit activities.
Telecom consumers are urged to verify with their service providers that their NINs have been correctly linked to their SIM cards within the stipulated timeframe. Failure to comply will result in progressive barring of subscribers from making calls, eventually leading to the removal of unlinked numbers from MNO databases.
This harmonization effort is critical as Sierra Leone deepens its engagement with the digital economy, where digital identity plays an increasingly vital role.
The partnership unites three key stakeholders:
▫️ NaTCA (National Telecommunications Authority)
▫️ NCRA (National Civil Registration Authority)
▫️ Mobile Network Operators (MNOs)
Together, they are committed to strengthening identity verification, enhancing telecom services, and building a smarter, safer digital ecosystem for Sierra Leone.
This collaboration represents more than just an agreement—it marks a significant step towards digital governance, improved national security, and faster, more reliable service delivery for all citizens.
