FoSLYN Raises Concern Over Slow Implementation of Tripartite Agreement

The Forum of Sierra Leonean Youth Network (FoSLYN) has expressed serious concern over what it describes as the slow pace of implementing the Tripartite Committee Recommendations, particularly Recommendation 20 of the Agreement for National Unity, which is considered key to strengthening democratic governance in Sierra Leone.
In a press release issued on 13 February 2026, FoSLYN warned that continued delays risk undermining public confidence in the country’s democratic and electoral systems. According to the youth network, many young people are increasingly anxious about the lack of progress, stressing that the current national climate requires urgent political commitment, goodwill, and constructive dialogue among stakeholders.

FoSLYN noted that the successful implementation of the Tripartite recommendations is essential for restoring confidence among citizens, development partners, and the international community. The organization linked the delay to potential risks to major international engagements, including the proposed compact from the Millennium Challenge Corporation, as well as cooperation with the International Monetary Fund and the World Bank. The group also referenced ongoing visa restrictions and broader diplomatic challenges affecting Sierra Leoneans, particularly youth seeking education, employment, and mobility opportunities.

FoSLYN highlighted the importance of establishing a dedicated parliamentary oversight committee on electoral matters, as proposed under Recommendation 20. The recommendation calls for:
• A standing parliamentary committee on electoral matters
• Representation from all political parties in Parliament
• Opposition leadership of the committee
• Annual parliamentary debates on the Electoral Commission’s report

The organization said the committee is critical for reviewing each electoral cycle, strengthening preparedness, and guiding legislative reforms.

FoSLYN referenced concerns recently raised in Parliament by Alpha Ben Mansaray, who sought clarity on the status of the Agreement for National Unity during the State Opening Debate of Parliament.

FoSLYN cautioned against introducing electoral reforms late in an electoral cycle, noting that such actions have historically led to political tension, internal party disagreements, and public controversy. The network emphasized that timely reforms are necessary to prevent distrust and ensure credibility in future elections.

The youth organization urged parliamentary leadership to immediately begin the legislative process for implementing Recommendation 20, stressing that further delay is unacceptable as the country approaches another electoral cycle already marked by public suspicion and declining trust.

FoSLYN called on government, opposition parties, civil society, and international partners to collaborate fully in implementing all Tripartite recommendations to strengthen democratic institutions and create a stable political environment that supports youth development and economic growth.
